
The Port can lease land for approximately 1/10 of the sale price.
To help with the initial up front costs, the Port can build the
outside infrastructure for a building and then lease the building
to the tenant. The tenant's responsibilities include having
a good business plan and building the infrastructure on the inside
of the building.
The Port could get funding to build an incubator building for
those businesses that need to have a "start up" building
until their business grows and they can expand.
